PROBLEM TO BE SOLVED: To provide a valve timing control device of an internal combustion engine for reducing work manhours by omitting chamfering work to a corner part in the longitudinal direction of a holder member. SOLUTION: This valve timing control device has a coil spring arranged in an ignition timing delay oil chamber and/or an ignition timing advance oil chamber and respectively arranged in a plurality in one oil chamber of the ignition timing delay oil chamber and/or the ignition timing advance oil chamber so that energizing force acts in the mutually separating direction of a vane and a shoe, a recessed part formed in the rotary shaft direction on a side surface in the peripheral direction of the vane and/or the shoe, the holder member stored in the recessed part, having a cutting surface in the longitudinal direction and constituted so as to be capable of holding the spring, and a recess arranged in at least an outer peripheral side corner part of the recessed part.
