PROBLEM TO BE SOLVED: To provide a production method for a transparent layer for an optical information recording medium capable of enhancing quality in the winding state by performing good winding, and a production apparatus. SOLUTION: In the production method and the production apparatus for the transparent layer for the optical information recording medium, a base B becoming a base material film is conveyed and a hard coat layer is formed on the base B. The production method and the production apparatus are employed for the transparent layer for the optical information recording medium which is wound on a winding shaft 21 through interleaving paper 23 when the base B is wound after drying and curing.
