PROBLEM TO BE SOLVED: To accurately record data even in a state a disk cartridge is loaded for a long period of time, in a recording and reproducing device in which the disk cartridge housing an optical disk is loaded and data is recorded in the optical disk. SOLUTION: This device is provided with a shutter opening and closing means, a turntable, a motor, a recording part recording data, a time output means, a setting means setting a backup time, a recording and reproducing means, and a control means. The control means controls the motor so that the turntable is stopped after the turntable is rotated for a previously decided time with previously decided rotation speed after backup operation on the basis of the backup time set by the setting means and time information outputted by the time output means.
