A dump or waste covering or profiling material is produced by mixing a low calorific value domestic and industrial waste fraction with a hydraulic setting ash and water. A dump or waste covering or profiling material is produced by mixing: (1) a low calorific value, processed and separated fraction of domestic and industrial waste; (2) a hydraulic reacting thermal power station ash which is capable of ettringite formation; and (3) water. The wt. ratio of (1):(2) is 1:0.2-1.5 and the wt. ratio of ((1) + (2)):(3) is 1:0.5-1.25.
