PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which excels in frequency characteristics and can increase capacity. SOLUTION: An anode foil 2 formed with a dielectrics oxide film 16 and a cathode foil 2 formed on the surface with whiskers 18 holding carbide particles 17 are wound via a separator 6 so that a conductive polymer layer 12 consisting of a conductive polymer may be formed between the anode foil 2 and the cathode foil 4. The thickness of the layer where whiskers hold the carbide particles is 1-5μm, for example. After applying the carbide particles on the cathode foil and making it dry, the manufacturing method of the solid electrolytic capacitor comprises a process of generating whiskers on the cathode foil, a process of winding the cathode foil and the anode foil formed with the dielectrics oxide film via the separator, and a process of forming a solid electrolyte layer between the cathode foil and the anode foil while making a polymerizable monomer and an oxidizer impregnate the separator so that polymerizable monomer may be polymerized.
