PROBLEM TO BE SOLVED: To provide an information processing system capable of realizing safe transaction by securing validity of the number of occurrences and transmission times of events transmitted from an information transmitting device to an information receiving device, and to provide the information transmitting device used for the system.

SOLUTION: Count data related information (an example of information related to the number of event occurrences) including a time stamp issued (step S32) by a time certification body 3 is transmitted from an image forming device 1 (an example of the information transmitting device) to the information receiving device 2.
