PROBLEM TO BE SOLVED: To provide a liquid applying apparatus and a liquid applying method which can shorten a period of time needed from the sticking of a liquid on a transfer pin until the liquid is transferred from the transfer pin to an object and can enhance the positional precision of the liquid transferred on the object. SOLUTION: The liquid applying apparatus comprises: a liquid storage means 22 provided to be movable in a prescribed direction and for storing the liquid; a rotary roller 24 provided rotatable on the liquid storage means 22 and having a groove 24A formed on the outer peripheral surface; a liquid supplying means 18 for supplying the liquid to the liquid storage means 22; a 1st driving means 26 for moving the liquid storage means 22 in the prescribed direction; the transfer pin 30 provided movably in a direction crossing at an almost right angle the moving direction of the liquid storage means 22 and for receiving the liquid supplied to the groove 24A and transferring to the object, 2nd driving means 34, 36 for moving the transfer pin 30 in a direction crossing at an almost right angle the moving direction of the liquid storage means 22; and a liquid removing means 28 for removing the liquid stuck on the outer peripheral surface of the rotary roller 24 from the outer peripheral surface with the rotation of the rotary roller 24.
