The system has charging state determining units (24) to find charging state of electrical energy storage units (10). Charging state comparison units (36) compare the charging state with a preset range of high charging state. Charging limiting units (38) limit charging power of the units (10), when the charging state is greater than maximum nominal charging state, so that the units (10) are not charged beyond the nominal range.
