<P>PROBLEM TO BE SOLVED: To provide a method of deciding Rise over Thermal of a base station in a wireless system. <P>SOLUTION: The method includes the process of receiving a first and a second diversity signals, the process for measuring signal strength of the first and the second diversity signals, the process of estimating noise floor of the first and the second diversity signals. Increase of the signal strength, relating to the first and the second diversity signals, is to be decided, based on each of the measured signal intensities and the estimated noise floor of the first and the second diversity signals.
