PROBLEM TO BE SOLVED: To provide a circuit and method for processing image having a function of adjusting horizontal synchronizing signals so that horizontal scanning line data inputted in synchronization with the horizontal synchronizing signals for an input can be transferred to external equipment in real time after performing reduction (resizing) processing and expansion processing thereto. SOLUTION: A reduction part 10 thins out n pieces from m pieces of input horizontal synchronizing signals HD. When an expansion part 11 expands an image data to expansion power k (k is a natural number) in the vertical direction, (k-1) pieces of 2nd data transmission synchronizing signal EHSYNC 2 are inserted at predetermined intervals into a transmission horizontal synchronizing signal interval TC1 between adjacent 1st data transmission synchronizing signals EHSYNC 1. A synthesis part 12 synthesizes the 1st data transmission synchronizing signal EHSYNC 1 and the 2nd data transmission synchronizing signal EHSYNC 2, and a data transmission horizontal synchronizing signal EHSYNC is obtained.
