PROBLEM TO BE SOLVED: To provide a colored coated optical fiber capable of simply obtaining a colored layer excellent in adhesive, and having an excellent reliability hardly causing transmission loss when static electricity and to provide its manufacturing method. SOLUTION: A covering layer 14 is formed of a UV curing resin (a UV resin) which contains a predetermined amount of a photocatalyst and a surface of which is roughened by its oxidization action and a colored layer 16 is formed of a UV curing colorant (colored UV ink).
