PROBLEM TO BE SOLVED: To provide a block structure capable of stably developing NOx decomposing performance by uniformly adding titanium oxide in a concrete, manufacturable at low cost, having a high pumping capacity to the surface, and capable of effectively suppressing heat island phenomenon. SOLUTION: This block structure 10 is formed by stacking a surface layer part 14 with water permeable function on the upper surface of a base layer part 12 having cavities therein to provide pumping function. At least the surface layer part 14 is formed of a material formed by mixing, with each other, the concrete, aggregates, and titanium oxide slurry formed by mixing the titanium oxide, water, and a chemical admixture for concrete with each other.
