PROBLEM TO BE SOLVED: To provide a transmitter, a receiver, a transmitting method, and a transfer method capable of judging whether or not another device connected through a network is one belonging to a local network the same as that of a device itself. SOLUTION: The device controller 202 of a device A201 judges that a device B211 does not belong to a local network the same as that of a device A211, when the size of a packet transmitted from the device A201 to the device B211 is 1,500 bytes, and a response packet to a packet inhibiting IP fragmentation is an ICMP packet informing that the size of a packet is too long, or when a response packet from the device B211 to be transmitted when the device B211 normally receives a packet transmitted from the device A201 is a packet containing data representing a device not belonging to a local network the same as that of the device A201.
