PROBLEM TO BE SOLVED: To obtain a resin composition excellent in mechanical strength and conductivity by dispersing extra-fine carbon fiber 0.01-1μm in diameter in a macromolecular material. SOLUTION: The resin composition having high mechanical strength is obtained by compounding a macromolecular material with a phenolic extra-fine carbon fiber as filler. By the way, the extra-fine carbon fiber is obtained by carbonizing the phenolic extra-fine fiber, which is obtained by the following process: A composite resin obtained by blending a phenolic resin as 1st component with a thermoplastic resin as 2nd component is made into fiber with its sea component being the 2nd component resin and its island component the phenolic resin, and selectively removing only the 2nd component resin as the sea component.
