PROBLEM TO BE SOLVED: To provide an illuminating optical system and a projection image display apparatus having the same, which allow an image quality to be enhanced furthermore by improvement of color unevenness and contrast while maintaining uniform brightness in a projection screen. SOLUTION: The illuminating optical system includes; a first integrator which receives light from a light source part and has a plurality of first lens elements arranged in a first direction approximately orthogonal to an optical axis; a second integrator which has a plurality of second lens elements which are arranged in a direction parallel with the first direction correspondingly to the first lens elements and take in individual luminous fluxes divided and condensed by the first integrator; and a condensing means for condensing light transmitted through the second integrator. The illuminating optical system illuminates an illumination object surface. A light shielding plate for shielding a part of a luminous flux condensed by the condensing means is disposed.
