PROBLEM TO BE SOLVED: To control the utilization of an additional function depending on the utilization performance of cellular phone service by a user in a cellular phone terminal having the additional function other than a communication function. SOLUTION: The cellular phone terminal 100 includes the communication function for performing communication via a network by utilizing the cellular phone service, and the additional function other than the communication function. The terminal 100 includes a control information storage unit 122 for storing the additional function and the presence or absence of the utilization restriction of the additional function so that they are correlated; a communication unit 102 for receiving the information of releasing the utilization restriction of the additional function based on the utilization performance of the cellular phone service from a center managed by a cellular phone agency via the network; a restriction information writing unit 128 for updating the restriction information of the unit 122 on the basis of the releasing information received by the unit 102; and a control unit 108 for referring to the unit 122 when the communication function cannot be utilized to restrict the utilization of the additional function on the basis of the presence or absence of the utilization restriction.
