PROBLEM TO BE SOLVED: To provide a polymer actuator capable of being driven longer than one day, even in the atmospheric pressure or in an open system without a cover. SOLUTION: The polymer actuator element which contains metal electrodes and an electrolyte containing polymer electrolyte, wherein the metal electrodes are formed so as to form a pair, the metal electrodes are in contact with the electrolyte, an organic compound which has a boiling point or a decomposition temperature of 180°C or higher and is a fluid at a normal temperature and normal pressure is contained, and the electrolyte is made into a state where an ion exchange resin swells and is moistened by the organic compound.
