PROBLEM TO BE SOLVED: To prevent a powder and granular material from being filled in clearances between blades and a casing and clearances between side plates and the casing, these members from being rubbed against each other and becoming stuck to each other and also prevent compressed air and powder and granular material from leaking to the clearances between the side plates and the casing to eliminate defects resulting from the sticking and leakage. SOLUTION: This highly hermetic rotary valve comprises the vertically opening casing 13 and a rotor 14 freely rotatably installed in the casing 13. The rotor 14 comprises a rotor shaft 23, the pair of side plates 24 installed on the rotor shaft 23 at an interval in the axial direction, and the plurality of blades 25 extending radially outwardly from the rotor shaft 23 between the pair of side plates 24 and installed at intervals in the circumferential direction. A leakage prevention ring 33 in pressure contact with the axial outer surfaces of the side plates 24 is installed in the casing 13, and the thicknesses of the outer peripheral parts of the blades 25 and the side plates 24 are formed to be gradually thinned radially outwardly.
