PROBLEM TO BE SOLVED: To prevent wasteful use of a storage medium caused by duplicated video recording even when a plurality of users share it, with respect to a recording and reproducing apparatus such as a large capacity video recording apparatus. SOLUTION: A header H1 for identifying a user indicating proprietary rights of the program is associated with each program recorded in a storage medium. It is descriminated whether duplication exists in a program to be recorded by a user or not based on the header H1 for identifying a user, a duplicated program is recorded in the storage medium only one time. When a program already recorded is erased, it is discriminated whether proprietary rights of the program to be erased by the user is only the user or not based on the header H1 for identifying a user. When proprietary rights of the program to be erased by the user is not only the user, a flag of the user for the header H1 for identifying a user of the program is lowered.
