PROBLEM TO BE SOLVED: To provide a propulsion device and a mobile device mounted with the propulsion device capable of eliminating evil as in a screw propeller in the mobile device in a fluid such as a motorboat and a submarine and performing propulsion control, i.e., speed control. SOLUTION: In the device propelling in the fluid by oscillation of a fin 33, a rigid rod 37 connected to a drive source 34 is advanceably/retreatably inserted/retained in a hollow part of a coil spring 3a connected to the fin 33 and the drive source 34 and the fin 33 are connected to each other. The propulsion device and the mobile device mounted with the propulsion device are characterized in that by the degree of insertion of the rigid rod 37 to the coil spring 3a, oscillation effective length of the coil spring 3a is varied and thrust is variable.
