PROBLEM TO BE SOLVED: To provide a cutform issuing device capable of preventing the occurrence of a transferring jam caused by an uncut section of a cutting part of rolled paper. SOLUTION: A hand cutter 27, which has notches 27b, 27c forming blades 27d, 27e slantly crossing with the end side in the width direction of the rolled paper 1a, is used as a means for cutting the tip part of the replaced rolled-paper 1a by hand. Consequently, both end parts in the width direction of the rolled paper 1a can be obliquely cut deeply from an original cutting position.
