PROBLEM TO BE SOLVED: To provide a method of manufacturing a surface coated cemented carbide cutting tool with a surface coating layer exhibiting excellent wear resistance and chipping resistance in high-speed cutting. SOLUTION: In the method of manufacturing the surface coated cemented carbide cutting tool, (a) a carbide substrate surface is washed, (b) a close contact joint layer is formed after forming a hard layer, and (c) a reaction atmosphere in a vapor deposition device is put in an oxidizing mixed gas atmosphere of oxygen gas and Ar gas. In this state, voltage is applied to a cathode electrode of a sputtering device for forming a lubricating layer, to carry out the sputter discharge of chromium oxide by the action of Ar in the reaction atmosphere, and at the same time, arc discharge is generated between a cathode electrode and an anode electrode of an arc discharge device for forming a lubricating layer, to carry out ionization discharge of Cr and to produce chromium oxide in the reaction atmosphere, thus forming the lubricating layer composed of sputter-discharged chromium oxide and reaction-produced chromium oxide.
