The present invention relates to a method for manufacturing a glass substrate for an information recording medium having a high level of cleanness and superior smoothness. The manufacturing method includes a step (S 14 ) for washing a disk-shaped glass plate ( 21 a) with an acid washing liquid, a step (S 15 ) for removing at least part of a surface layer ( 27 ), which is formed on the surface of the glass plate, by performing grinding with diamond abrasion grains, and a step (S 16 ) for washing the surface with a neutral or alkaline washing liquid.
