PROBLEM TO BE SOLVED: To provide a cemented carbide and a coated cemented carbide which satisfy the speeding-up of a cutting tool and the elongation of its service life in cutting such as intermittent turning and milling for steel or castings. SOLUTION: In the cemented carbide, a first surface region is formed over a depth of 2 to 10μm from the surface toward the inside, and a second surface region is formed over a depth of 3 to 15μm toward the further inside; the first surface region does not substantially comprise a cubic crystal-based compound phase, and also, the volume ratio of a bond phase is 1.2 to 3 times the volume ratio of that at the inside of≥50μm from the surface; and further, the volume ratio of a cubic crystal-based compound phase in the second surface region is 1.5 to 5 times the volume ratio of that at the inside of≥50μm from the surface.
