PROBLEM TO BE SOLVED: To prepare a hair cosmetic (hair treatment agent, or the like) that has excellent safety, is readily and rapidly prepared in time of use, has no environmental problem, forms an excellent emulsion state even after passage of long-term preservation, has excellent emulsion stability even after preparation in time of use and flexibly deals with preference, or the like, of an individual user. SOLUTION: In this hair cosmetic comprising at least a powder/granular powder/granule phase, a liquid oil phase and a liquid water phase, the hair cosmetic contains a water-swellable clay mineral or a cationized polymer in the powder/granule phase.
