<P>PROBLEM TO BE SOLVED: To process effectively by separating image data into blocks. <P>SOLUTION: A determining means is provided for separating image data into blocks made up of two or more pixels and for determining whether all pixels become specific data or not for each block unit. When it is determined that the all pixels for one block unit become the specific data or not, the determination process is carried out by the determining means for the next block unit, and if it is determined that anything other than the specific data is included in at least one pixel for one block unit, the determination process is carried out for each small block unit. Only when anything other than the specific data is included in at least one pixel for the small block unit, the image process for the small block unit is carried out under control of a block control means.
