PROBLEM TO BE SOLVED: To provide a carbon fiber mat excellent in impregnating property with a matrix resin and shape-forming property for a form having a curved surface such as a mold, etc., on forming, a method for producing such carbon fiber mat, and also a substrate for forming capable of obtaining a light weight fiber-reinforced member excellent in mechanical properties such as strength, elastic modulus, etc. SOLUTION: This carbon fiber mat has a structure of interlacing the carbon fiber filaments each other and exhibits 1-100 range water permeability Tp introduced from relational formula (1): Water permeability Tp=(Tm/d)/t, by taking water passing time as Tm (sec), mat thickness as t (cm) and mat density as d (g/cm<SP>3</SP>) in a prescribed water-passing test.
