<P>PROBLEM TO BE SOLVED: To ensure sufficient gas permeability and current collecting ability and form a sufficient three-phase interface in an electrode of a fuel cell. <P>SOLUTION: A solid electrolyte layer 20 is formed. A dense layer 22a made of an electrode material having electronic conductivity and catalyst activity accelerating electrochemical reaction is formed on the electrolyte layer 20.
