<P>PROBLEM TO BE SOLVED: To provide a system which can effectively use the heat generated in electric power generation facilities by performing the generation of electricity by wind power through the use of a stable updraft generated by heat radiation, which has not been effectively used up until now, of the heat generated within a boiler building and the electric power generation facilities provided to a thermal power plant building. <P>SOLUTION: The thermal power plant building provided with the electric power generation facilities is provided with a means of generating electricity by wind power and an offtake. The means of generating electricity by wind power generates electricity through the use of the updraft generated by the heat of the electric power generation facilities.
