PROBLEM TO BE SOLVED: To provide an electric field communication transmitter which corresponds to variation of stray capacity between an electric field communication medium and an earth ground and between a ground of the transmitter and the earth ground by transmitting changing a reactance value, and is possible to miniaturize the circuit size in the transmitter for transmitting signals such as information, etc. SOLUTION: The transmitter comprises an information memory means 6, a transmitting means 5 which modulates information output from the information memory means 6 by a carrier wave and transmits, a variable reactance means 4 which changes a reactance value so that transmission voltage impressed to an electric field transmission medium 2 becomes maximum, and makes it resonate with the changing stray capacity between the electric field communication medium and earth ground and between the ground of the transmitter and the earth ground, and a transmitter control means 7 for performing control of the reactance value in the variable reactance means 4, and control of information output from the information memory means 6.
