A system and method for analyzing and minimizing the life-cycle cost of constructing, maintaining and rehabilitating a network of highway pavements for a pre-determined life-cycle and associated range of minimum acceptable conditions thereof. Specifically, the present invention enables a decision maker to realize the trade-off between cost and pavement condition, thereby aiding the decision maker in choosing an appropriate allocation of resources for pavement construction, maintenance and rehabilitation.
