PROBLEM TO BE SOLVED: To suppress deterioration in the reception quality of a received channel of a non-MIMO (Multiple-Input Multiple-Output) terminal and in the quality measurement accuracy for a shared high speed packet channel caused from being deteriorated due to the effect of a delay wave component attached for a MIMO terminal. SOLUTION: An MPD (Multi-Path Diversity) compatible terminal discrimination section 422 discriminates whether or not a terminal requesting common packet channel connection is a multi-path diversity compatible MIMO terminal that transmits a transmission signal with a high modulation multivalue number by forming a space-time code through the combination between the transmission signal and the delay component intentionally attached thereto. A common packet channel connection instruction section 423 instructs to establish the common packet connection with the multi-path diversity compatible MIMO terminal 300 requesting the connection. When the terminal making the connection request is the multi-path diversity compatible MIMO terminal 300, a spread ratio revision instruction section 424 instructs a non-MIMO terminal 200 to revise a spread ratio for improving its anti-interference capability.
