PROBLEM TO BE SOLVED: To provide a member, heightening the heat resistance, wear resistance, chipping resistance and slidability of an actual working part of a hard film coated small-diameter member, and particularly provide a hard film coated small-diameter tool, suitable for high speed and high feed hole boring of a printed circuit board, having excellent machined surface roughness and machining accuracy, and having a long life of the tool. SOLUTION: This hard film coated small-diameter member is characterized in that the substrate of the hard anodized small-diameter member is WC-base cemented carbide, in which the average crystal particle diameter of WC is 0.9μm or less, Co content is 2 to 13 mass%, and Cr is contained in the Co by 1.5 to 12 mass% of Co. At least the surface of the actual working part of the member is covered with a hard film, and when the average film thickness of the hard anodic oxide coating in the actual working part is Tave, and the maximum height from the substrate surface to the projecting surface is Tmax, Tmax/Tave is 1 to 1.3.
