PROBLEM TO BE SOLVED: To provide a fixing belt which can shorten a warm-up time as compared to a fixing belt of a resistance heating system and can maintain a stable exothermic characteristic for a long period of time by suppressing the degradation in durability due to the crack etc., of a metal exothermic layer by a mechanical stress as compared to the fixing belt of the conventional electromagnetic induction heating system. SOLUTION: The fixing belt includes the metal exothermic layer generating heat by an eddy current generated when applied with a magnetic field and fixes the unfixed toner image formed on the surface of the recording medium by heating and pressing, wherein a protective layer composed of a heat resistant resin provided on the surface on the side opposite to the side of the metal exothermic layer where the recording medium is located and the metal protective layer provided on the surface on the side of the metal exothermic layer where the recording medium is located are included. In addition, the metal exothermic layer and the metal protective layer satisfy the formula (1):ρ<SB>A</SB>>ρ<SB>B</SB>. In the formula (1),ρ<SB>A</SB>represents the resistivity (Ωcm) of the metal protective layer, andρ<SB>B</SB>represents the resistivity (Ωcm) of the metal exothermic layer.
