PROBLEM TO BE SOLVED: To provide a solid polymer electrolyte complex film containing a phosphate-group-containing (co)polymer and a porous film excellent in an adhesive property to the (co)polymer, which can be manufactured at relatively low cost, having high proton conductivity at wide-ranged temperature and humidity, and to provide a usage of the same.

SOLUTION: The solid polymer electrolyte complex film is formed by impregnating a polyacrylonitrile porous film with (a) a phosphate-group-containing monomer having one or more of phosphate groups and one or more of ethylenic unsaturated bonds, or (b) the phosphate-group-containing monomer and the other unsaturated monomer which can form a copolymer with the phosphate-group-containing monomer, and copolymerizing the unsaturated monomers.
