<p><P>PROBLEM TO BE SOLVED: To transmit the data of which the real-time property is required in an ad hoc network. <P>SOLUTION: A route information table 40 stores routing information generated by a DSDV system. A condition determination part 42 determines a transmission rate to a plurality of terminal apparatuses 10 to which data are to be transferred to a prescribed value. An instruction packet generation part 44 generates an instruction packet signal in order to allow each of these terminal apparatuses to follow the transmission rate determined by the condition determination part 42 and maximum resending frequency.
