PROBLEM TO BE SOLVED: To provide a softening agent composition excellent in a softening effect and a deodorizing effect. SOLUTION: This softening agent composition contains (a) an amine compound expressed by formula (1) (R<SP>1</SP>is a 1-4C alkyl group or the like; R<SP>2</SP>and R<SP>3</SP>are each a 11-22C hydrocarbon group; and m and n are each 1 to 6) or its inorganic acid salt in an amount of 3-50 mass%, (b) a quaternary ammonium salt expressed by formula (2) (two or three members of R<SP>4</SP>, R<SP>5</SP>, R<SP>6</SP>and R<SP>7</SP>are each an 8-12C alkyl group and the other members are each a 1-3C alkyl or the like; and Z<SP>-</SP>is an anionic group) in an amount of 0.1-15 mass%, and (c) an 8-22C fatty acid or its salt in an amount of 0.1-5 mass%, wherein a mass ratio of the component (a) to the component (b) is 50/1 to 15/1.
