PROBLEM TO BE SOLVED: To prevent leak of high pressure fuel to a low pressure side in a three way valve at a time of change over of the three way valve. SOLUTION: A valve element 35 reciprocated by an actuator 28 is arranged in a valve chamber of the three way valve 8. A high pressure fuel supply passage 5, a fuel circulation passage 15 and a low pressure fuel return passage 27 are opened in the valve chamber 32. A slide seal surface 37 sliding on an inner circumference surface of the valve chamber 32 is formed on an outer circumference of the valve element 35, an opening part 44 of the fuel circulation passage 15 is blocked by the sliding seal surface 37 when the valve element 35 is positioned at a center of the valve chamber 32. The fuel circulation passage 15 is selectively connected to the high pressure fuel supply passage 5 or the low pressure fuel return passage 27 when the valve element 35 moves up or down.
