PROBLEM TO BE SOLVED: To provide a forming method capable of performing the second spring peg erection working with high accuracy for long and short tensile coil springs, or a torsional coil spring. SOLUTION: After a first spring peg, a body coil, and a second spring peg Wc of a coil spring are worked in a predetermined shape, respectively, the body coil of the coil spring is held at the position by holding means T13, T14, an end of the second spring peg Wc is cut to a predetermined length, the coil spring W is separated from a wire, the second spring peg Wc is regulated by an erection core T15 in the axial direction of the body coil to regulate the folding position, a forming tool (a spring peg-and-erect tool) T2 is advanced to engage its pointed end with the body coil side of the second spring peg Wc, and the second spring peg Wc is folded and erected in cooperation with the erection core T15 by turning and moving the forming tool while combining the turn around the vertical axis orthogonal to the quill axis, the turn around the quill axis, and the movement in the quill axial direction with each other.
