PURPOSE:To mix toner uniformly and to also uniformize electrostatic charging performance as developer characteristics in a short time by arranging a disintegrating roll which has magnets in a sleeve between the outlet of a toner hopper and an agitator roll rotatably. CONSTITUTION:Toner which is supplied to a developer storage part and aggregates partially passes the part of the disintegrating roll 10 contacting the supply surface of a toner hopper 5 first. A magnetic brush of a developer is formed on the sleeve 10a of the disintegrating roll 10 by its internal magnet roll 10b, and the aggregate of toner is disintegrated by the magnetic brush. The disintegrated toner flows in the center part between agitator rolls 2 and 2' further below it and the toner and carriers are agitated and mixed. In this case, magnetic brushes of developers are formed on the outer peripheries of the sleeves of the agitator rolls 2 and 2', so the toner and carriers are agitated and mixed more uniformly not merely by gravitational force and rotary force, but by additional pressure effect based upon magnetic force, so that the electrostatic charging performance of the toner becomes uniform in a short time.
