The device has flexible rods (21, 22) integrated at one end of a handle (11), and having one end forming an angle between the rods at the level of the handle and another end connected to a semi-open stirrup (31). A bag (51), in which excrement is introduced, covers the stirrup. A ring (41) is slid, upon movement of the rods, to reduce the angle so that the stirrup is closed and bag is pinched, and is stopped on the handle to dispose the bag.
