PURPOSE:To transmit high-quality picture by calculating the buffer occupation amount when utilizing a constant encoding part for unit, processing time, and performing the feedback control of the generation information amount in the encoding part while utilizing the virtual buffer occupation amount. CONSTITUTION:In a buffer memory 2, an encoding data is written by writing pulse from an encoding part 1, and simultaneously, the data already written in the buffer memory 2 is successively outputted to a transmission path by the reading pulses from the transmission path. When the unit processing is finished, occupation amount X of the buffer memory 2 at the present point is calculated when the constant encoding part is utilized for the unit processing time by a calculation means 9, and the value X is supplied to a contact part 3 as the feedback control information of the generation information amount in the encoding part 1. By performing the feedback control of the generation information amount in the encoding part 1, the proper feedback control according to the volume of the generation information amount not influenced by the fluctuation of the processing time can be performed, and the high-quality picture transmission can be realized. |
