PROBLEM TO BE SOLVED: To provide a recording and reproducing device which can prevent unauthorized copying of the recording medium, a central information management server, a recording and reproducing method, and a central information management method therefor. SOLUTION: A recording and reproducing system 400 is configured of a recording and reproducing device having a unique ID reader 21 to read the unique ID of an optical disk recording medium if the management information indispensable for information reproduction of a disk-shape optical recording medium is not recorded and a management information writing means 22 to record the concealed management information with the unique ID management information concealed in the recordable area, and a central information management servers etc. having a unique ID discriminator 33 to make the reproducing device transmit the unique ID to its own device to be obtained, a management information storage memory 39 to store the management information of the unique ID, and an encryption means 36 to conceal the management information by using an encryption key containing the unique ID and to create a concealed management information if there is a unique ID management information.
