PROBLEM TO BE SOLVED: To provide a passive component that can be downsized and low-profiled while ensuring the electric characteristic. SOLUTION: In the passive component wherein a filter unit 30 including first and second resonance electrodes 38a, 38b, an unbalance-balance state conversion unit 32, and a connection unit 34 for electrically connecting the filter unit 30 to the unbalance-balance state conversion unit 32 are formed in a dielectric board 12 on which earth electrodes 26a, 26b are formed, an inner layer earth electrode 44 aimed at forming a static capacitance between the first and second resonance electrodes 38a, 38b and an open end and at isolation between the filter unit 30 and the unbalance-balance state conversion unit 32 is formed in the dielectric board 12, and the unbalance-balance state conversion unit 32 is formed beneath the inner layer earth electrode 44.
