PROBLEM TO BE SOLVED: To provide a technology for stably and efficiently decarburization-refining and dephosphorization-refining a medium-high carbon steel, without causing insufficient molten slag formation and slopping due to excessive molten slag formation, in a top-blown converter operation. SOLUTION: The method for refining the steel comprises spraying at least one powder of quicklime, limestone and calcium hydroxide onto the surface of a molten metal together with oxygen gas for refining, which is supplied in the form of a top-blown oxygen jet, in an oxygen top-blown converter, and blowing the gas from a nozzle arranged under the surface of the molten metal to stir the molten metal, while controlling a parameter: (L/L<SB>0</SB>)<SP>-0.6</SP>-6.4ε<SP>0.25</SP>+6.6, into a range between 3.0 and 8.5, wherein L/L<SB>0</SB>is a ratio of a depth (L) of a dent formed on the molten metal by the top-blown oxygen jet, to the depth (L<SB>o</SB>) of the molten metal; andεis a bottom blown stirring power.
