PROBLEM TO BE SOLVED: To recognize a dot character or graphic, a blurred character or graphic and a divided character or graphic. SOLUTION: A target data extraction step (S1) approximates skeleton lines extracted from an image as sets of approximate lines in a simple form, and regards an approximate line group handled in one unit as a target cluster. A matching degree calculation step (S2) registers a dot character/graphic master representing an array of dots for a dot character or graphic and the target cluster, sets areas of interests based on the respective array points of the dot character/graphic master, computes similarity as a cluster matching degree between dot matching degrees digitizing the degree of dot presence in the target cluster in every area of an interest, and the dot array included in the dot character/graphic master, and if the cluster matching degree is equal to or higher than a threshold, recognizes the target cluster as the character or graphic represented by the dot character/graphic master.
