PROBLEM TO BE SOLVED: To provide a method for manufacturing a superior electrophotographic photoreceptor which shows a preferable removing state and can stably maintain the removing performance for a long period when an unnecessary part of at least one layer of a coating film is removed by using a stripping liquid, and which gives a preferable image, and to provide the stripping liquid for the electrophotographic photoreceptor, and the electrophotographic photoreceptor. SOLUTION: The method for manufacturing the electrophotographic photoreceptor includes a step of removing an unnecessary part of at least one layer of the coating film formed on a conductive substrate by using the stripping liquid, wherein the stripping liquid comprises an organic solvent having≤110°C boiling point and capable of containing at least 10 mass% water as a main solvent, and the stripping liquid contains water by 0.5 to 10.0 mass%.
