PROBLEM TO BE SOLVED: To provide an apparatus for refining a crystal grain in an alloy powder, which refines the crystal grain of a metal composing the matrix of a powder and/or a particle such as a compound contained in the matrix. SOLUTION: The apparatus for refining the crystal grain of the alloy powder comprises: a powder-supplying section 1 for supplying a raw alloy powder such as a magnesium-based alloy powder and an aluminum-based alloy powder in a predetermined direction; a plastic working section 2 for plastic-working the raw alloy powder supplied from the alloy-powder-supplying section 1; a first heating means 3 for heating the alloy-powder-supplying section 1; a second heating means 4 for heating the plastic working section 2; a first temperature control means 5 for controlling the first heating means 3; and a second temperature control means 6 for controlling the second heating means 4. The plastic working section 2 plastic-works the raw alloy powder with the use of a rotor to refine the crystal grain of the metal composing the matrix of the raw alloy powder or the particle such as the compound contained in the matrix. The first temperature control means 5 controls the first heating means 3 so that a temperature of the alloy-powder-supplying section can be in a range of 100 to 350°C.
