PROBLEM TO BE SOLVED: To provide an observation data collection system and an observation data collection method that enable emergency access between observation stations and a collection station to enable collection of observation data even with the failure of relay stations, while reducing the power consumed by observation devices. SOLUTION: The collection station 10k requests the observation stations 10a-10h and the relay stations 10i, 10j to send observation data by radio in time synchronization. The plurality of these observation stations start in time synchronization; if any of the plurality of observation stations recognizes that the request has been sent to it, it sends the observation data by radio and returns to a sleep state thereafter. The collection station 10k normally collects the observation data from the plurality of observation stations on a predetermined time schedule; if necessary, the central station collects the observation data from the observation stations of great urgency at high frequencies.
