PROBLEM TO BE SOLVED: To provide an image pickup device capable of natural photographing as photographing intentions regardless of the photographing conditions of time and places, etc., by performing irradiation with the illumination light of optimum color balance corresponding to the color balance of surrounding light, a surrounding light color balance correction system, and a light emitting element used for them. SOLUTION: The image pickup device is provided with a light receiving part for detecting the color balance of the surrounding light, a light emitting part capable of changing the color balance of the illumination light to be emitted, and a control part for deciding the color balance of the illumination light for correcting the color balance of the surrounding light on the basis of the color balance of the surrounding light detected in the light receiving part and controlling the light emitting part so as to attain the decided color balance of the illumination light, and the light receiving part and the light emitting part are housed inside one package.
